O’Dowd grants planning consent for Comber developments

Infrastructure Minister, John O’Dowd has today issued Notices of Opinion to approve a number of planning applications in Comber.

The five reserved matter applications, to be located at a site south of the Copelands link roundabout, are for residential developments comprising a total of 616 housing units and eight apartments together with a nursing home, business and retail units, open spaces including linear walkway and saltmarsh creation, access roads, pumping station, car parking and other site works.

Minister O’Dowd said: 

“I have given careful consideration to these applications and following several amendments I am satisfied that the detailed layout and design accords with Departmental policy and guidance and approval can subsequently be granted.

“The additional residential units, associated public spaces and business and retail units will complement my Department’s previous decisions to grant approval for 168 residential units and a play area at this location and the construction of new homes will help stimulate economic growth and deliver community benefits for the Comber area.”

Notes to editors: 

  1. Current Proposal: The current applications (LA06/2019/1252/RM, LA06/2018/1295/RM, LA06/2018/0997/RM, LA06/2019/0568/RM &LA06/2020/0129/RM) are ‘Reserved Matters’ applications relating to outline permission X/2009/0858/0 and seek to approve the matters reserved i.e. the siting, design, layout, access and landscaping details of the relief road and the housing.
  2. Location: South of the Copelands link roundabout at the Comber bypass, comber.
  3. Applicant: Dingles- Comber Consortium
  4. Outline Planning Permission was granted by the Department for Infrastructure on 22 December 2016 for a mixed use development including residential, retail, nursing home, sheltered accommodation, crèche, business park (A1, B1, B2 and B4) and extension to salt marsh (Ref: X/2009/0858/O).
  5. The Department has granted approval for previous Reserved Matters applications relating to the site providing for 168 residential units (LA06/2017/0778/RM), and a play area and attenuation basin (LA06/2019/1265/RM).
  6. Notices of Opinion to approve these reserved matters applications will now issue to the local Council (Ards and North Down) and the applicant.
