Call for Evidence on Biennial MOT Testing

In Northern Ireland the Department of Infrastructure’s Driver and Vehicle Agency (DVA) is responsible for conducting the roadworthiness testing, more commonly referred to as the “MOT”, of all vehicles which use our public roads.

The Minister has previously stated her intention to look at the frequency of MOT testing for some vehicle categories, and as we move towards recovery from the Covid pandemic she has decided that now is the right time to ask the public and those with a direct interest for their views.

Accordingly, this Call for Evidence represents an initial evidence gathering exercise that seeks views on the option to introduce biennial testing (every two years) for private cars, light goods vehicles under 3,500kg and motorcycles. Currently, private cars and motorcycles are first MOT tested at 4 years old and light goods vehicles under 3,500kg are first tested at 3 years old. Each of those vehicle categories are tested annually thereafter. We are also seeking your views on whether, if biennial testing were to be introduced, the first test for light goods vehicles should move from 3 years old to 4 years old, ie making their first test due at the same age as for private cars.

There will be those who favour a change in the frequency of MOT testing and others opposed to any change to the current process. Therefore, you are encouraged to respond to this Call for Evidence putting forward your views and if possible providing supporting evidence, including local, national and best practice examples and relevant data. This is an opportunity to help shape vehicle testing policy on the frequency of MOT testing

Following the closure of this Call, the results will be analysed, along with other sources of evidence, and a report provided to the Minister for her consideration. This may result in the need for further engagement and formal consultation.

We are particularly keen to hear from individuals, groups, organisations, the automotive industry (particularly those involved in MOT preparation) and those with a specific interest in road safety or the environment.
