The specific request is as follows:

I am a Councillor in Antrim & Newtownabbey Council and I am writing to you regarding the arch that goes up in Glengormley around 12th July every year. It was erected last night.

I was wondering if you could advise as to where I could get information about it?

I’m always asked by constituents about it, and now elected I would be grateful to have all the information to hand to properly answer their queries.
If there are any documents you could point me to, I’d be happy to read them - or alternatively if you could advise me on the following, I would be most grateful:

  1. Is there planning permission for the arch?
  2. If there isn’t planning permission, how is permission given for it going up?
  3. Is how long it goes up for anything to do with the Department - e.g. is consideration given to length of time applied for?
  4. Who puts it up?
  5. Who contacts the police about road closures for it going up and coming down?
  6. Who holds responsibility for the insurance of it being erected and dismantled?
  7. Who holds responsibility for any liability for damage it could cause whilst up?
  8. Who actually owns it?
  9. Has a s75 equality impact assessment been done on it?
  10. Has a residents’ survey been done on whether people want it erected?
  11. Any general history on the arch (I believe it was originally put up at Queen’s Park and was then moved some years ago to Glengornley Town Centre)?
  12. How are applications publicised in terms of allowing objections?
  13. Is any consideration given to proportionality of PSNI expense at staffing and closing the road for 2 hours whilst it is erected and dismantled? Do you have figures for his much that costs?
  14. Could you please forward the application submitted for this year?
