The publication is produced by the DVA Statistics Branch of the Department for Infrastructure (DfI), and contains summary volumes on the vehicle, driver, and theory tests conducted by the DfI’s Driver and Vehicle Agency (DVA).

Key Points:

Vehicle Testing

In November 2023, the DVA conducted 88,953 full vehicle tests, which is 28% (19,457) above the five-year November average (69,496) and the second highest November figure in the series, from 2014.

The DVA has delivered 659,468 full vehicle tests and 108,811 retests, totalling 768,279 vehicle tests in this financial year to date.

Private cars accounted for just over 8 in every 10 (73,938; 83%) of all full vehicle tests conducted this month.

The DVA received 83,554 applications for a full vehicle test during November 2023.

Driving Practical Testing

The DVA conducted 5,883 driver tests in November 2023, 18% (910) above the five-year November average (4,973).

The DVA has delivered 43,687 driver tests in this financial year to date.

Private cars accounted for just over 8 in every 10 (4,912; 83%) driver tests conducted in November 2023.

The DVA received 6,042 applications for a driving test in November 2023.

Driver Theory Testing

During November 2023, the DVA conducted 7,521 theory tests, 11% (767) above the five-year November average (6,754).

The DVA has delivered 60,944 theory tests in this financial year to date.

Private cars accounted for almost 9 in every 10 (6,437; 86%) theory tests conducted this month.

In November 2023, the DVA received 8,668 applications for a theory test.

  2. The release presents statistics on vehicle, driver, and theory tests conducted during November 2023, together with trend series over the previous nine financial years. 
  3. We source vehicle and driver data from administrative data sources within the DVA, whilst DVSA supply theory-testing data. The Driver and Vehicle Standards Agency (DVSA) took over the contract for theory testing from Pearson on 4 September 2021.
